Add condensed milk into a bowl. Sift in the hot chocolate powder and salt and mix until well combined. Set aside.
Add cold whipping cream to another mixing bowl, or into a bowl of a stand mixer. Start whipping on low speed, gradually increase the speed, and continue to whip until stiff peaks form. Fold in the hot chocolate & condensed milk mix, and whip again on medium speed until well combined.
